Hong Kong’s first five-year economic plan since the 1997 handover puts strengthening its role as a global offshore yuan hub at the center of its financial strategy, including a proposal to explore yuan payments for government expenses.

Chief Executive John Lee unveiled the 2026-2030 plan Wednesday. The plan sets out five measures to strengthen Hong Kong’s role as an offshore yuan hub, including optimizing liquidity arrangements and expanding yuan-denominated products.
