China’s environment ministry has accepted for review an environmental-impact report for a major deepwater natural-gas project in the South China Sea, but whale experts and environmental advocates say the document fails to assess risks to sperm whales, a nationally protected species that uses nearby waters as a nursery area.

The report covers the Baodao 21-1 gas-field cluster, a project led by China National Offshore Oil Corp. (CNOOC) Hainan branch. The development is planned in the Qiongdongnan Basin, about 115 kilometers off the southeastern coast of Hainan Island, in waters ranging from roughly 660 meters to 1,570 meters deep.
