Beijing Gives Developers Breathing Room as Home Pre-Sale Rules Tighten

Beijing has granted real estate developers a transition period until the end of 2027 to apply for pre-sales under older, more lenient requirements for certain existing residential projects.

The new rule applies to projects where land was acquired or in the auction process before Aug. 28, but a construction planning permit had not yet been obtained. If district governments confirm that the homes can be delivered on time and pre-sale funds are subject to strengthened supervision, developers can bypass a new national rule that requires the main structure to be fully topped out before pre-sales can begin.
