China has proposed an overhaul of its criminal procedure law that would explicitly prohibit presuming guilt, restrict a contentious police surveillance measure and strengthen safeguards against improper detention and property seizures.

The draft amendments were submitted Nov. 2 for initial review by the National People’s Congress Standing Committee, according to the official Xinhua news agency. The proposal would mark the fourth revision of the law since its adoption in 1979.
