Guangzhou has proposed easing land sale rules that require housing developers to build roads, parks and other public facilities, shifting more responsibility for infrastructure to the government.

Draft guidelines released Friday by the city’s planning and natural resources bureau would generally exclude roads, green spaces, waterways, government-subsidized housing and public facilities on separate sites from developers’ construction obligations. The government would build facilities assigned to it before or alongside nearby residential projects.
