【Caixin Summit】Wu Jinglian: Top-Down Institutional Design Inefficient
(Beijing) – Researchers and local-level officials should be given more of a say in government reforms, said Wu Jinglian, senior economic advisor to China's State Council.

Speaking at the Caixin Summit November 12, Wu said, there are two predominant schools of thought on central government policy in China.
One is that the central government should expand its controls over the economy. Wu said some consider the success of China's universal healthcare system to top-down decision making in the central government, citing a People's Daily column published in July.
