Financing difficulties have always hindered the development of small and medium-sized enterprises in China, exacerbated by a slowing economy and tightening credit supplies.

The recent pilot financial reform in Wenzhou is a trailblazer that may find a path to solving this problem, but a breakthrough needs to be made in a number of areas for it to have concrete effects.
