The people's congress is an important mechanism of political participation, but it seems that the Chinese people and government do not really care about it.

The fact is well explained in an article by Deng Yuwen, editor of the Study Times, a newspaper published by the Central Party School. He wrote that "not only does the government ignore oversight from the National People's Congress (NPC), delegates are reluctant to, or dare not, exert the oversight. With time, this results in a vicious cycle and the fact that congress is marginalized in national political and economic policy-making."
