Safe in New Zealand, Graft Fugitives Just out of China's Reach

(Auckland) – Some of the many fugitives wanted in China for alleged corruption and embezzlement apparently live in New Zealand, but a professor of international law said that cooperation with Interpol might not be enough to bring them to justice because Wellington and Beijing have not signed an extradition treaty.

A Caixin investigation that included researching New Zealand's voter and company registration documents and property records identified three fugitives as Cheng Sanchang, the former party secretary of Luohe, a city in the central province of Henan; Yan Yongming, the former chairman of the Tonghua Golden-Horse Group, a drug company in the northeastern city of Jilin; and Yu Tainian, a former division head of a high-tech zone in the northern city of Tianjin.
