Aligning Reforms to SOES and Changes in Power Industry

Central government policymakers recently issued several guidelines regarding reforms to the electricity industry, state-owned enterprises (SOEs), and the ways resources and commodities are priced. A policy for the oil and gas industry is in the works as well. Given that a few SOEs dominate the energy sector, any changes to it must be closely tied to broader changes at state-backed companies. For this reason, a major question facing policymakers is how to simultaneously push for progress in both the energy industry and in SOEs in general.
