More than 130,000 people in a city bordering Beijing have been impacted by the record-breaking amount of rain that has fallen on northern China in the past week, leaving the local government pleading for emergency assistance, local officials said.

Zhuozhou in Hebei province, located down river of China’s capital, has been one of the areas hardest hit by torrential rains that started Saturday, as it has borne the brunt of flood waters discharged from waterways around Beijing.
