Artificial Intelligence (AI) technology is advancing at an unprecedented pace. Recently, the American industry giant OpenAI announced the launch of a text-to-video model named Sora, capable of generating videos up to one minute long based on user prompts, dazzling audiences and reigniting global interest and industry enthusiasm. Concurrently, regulatory systems and legal frameworks for AI are being refined across various countries and regions. A significant milestone is the European Union’s AI Act, set to take effect in the first half of 2024, marking the world’s first comprehensive law to regulate AI. The balance between innovation and regulation in AI technology has long been a contentious issue. Faced with the global competition in AI innovation and regulation, China encounters both opportunities and challenges. The viable path forward involves parallel development and regulation, supporting and complementing each other.
