FDI action plan: China’s commerce ministry and top economic planner have issued an action plan to stabilize foreign investment. The 20-point plan proposes expanding pilot programs that promote market access to the telecommunications, health care and education sectors, as well as a pilot program for the broader services sector. The plan also includes proposals to encourage overseas investment in Chinese equities. Foreign direct investment into China declined in both 2023 and 2024, according to commerce ministry data.
