China will pivot its transport infrastructure investment from large-scale expansion to upgrading existing facilities during the 15th Five-Year Plan period from 2026 to 2030, according to the Ministry of Transport.
The shift, announced by Vice Minister of Transport Xu Chengguang on Tuesday, marks the end of an era of simply rolling out new projects and reflects a push to promote more balanced regional development.
