In History, Financial Reform's Mirror Image

I read two history books recently: Qing Dynasty/Republic period reformer Liang Qichao's biography of Wan Anshi, the Song Dynasty (1021-1086) reformer (黄仁宇赫逊河畔谈中国大历史, 1989年); and Shang Chuan's biography of Ming Emperor Yongle (1360-1424). I wanted to take a look at history and see the difficulties involved in reforming bureaucracies and changing laws.
