Political Advisor Proposes Locking Up Fewer People Before Trial

A member of China’s top political advisory body has proposed lowering the country’s pretrial detention rates in criminal cases to no more than 50%, as detention has hindered business operations and could harm family stability.

The proposal will be discussed by lawmakers during an important annual political gathering — known as the “Two Sessions” — which kicked off Friday.
