China to Expand Scope in Reviewing the Legality of Existing Regulations

China is set to amend a law stipulating how legislation and regulations are enacted for the second time in eight years, with a focus on broadening the scope of a legislative review process to check the legality of existing regulations, while introducing measures for fast-track law-making during emergencies.
The Legislation Law of China was first passed in 2000 and amended in 2015. The amendment procedure for this latest round started in October 2022, and has now finished two rounds of review by the National People’s Congress Standing Committee (NPCSC), as well as public consultation.
