China to set up national bureau to manage its massive data trove

China will create a new top data regulator as part of a massive revamp of agencies under the State Council, the country’s cabinet, according to a plan submitted by State Councilor Xiao Jie on Tuesday to the National People’s Congress (NPC), the country’s top legislature.
