China is strengthening support to encourage its people to have more children. On Oct. 28, the State Council released Several Measures to Accelerate the Improvement of the Birth Support Policy System and Promote the Construction of a Birth-Friendly Society, forming a comprehensive package of support policies. The document aims to “perfect the birth support policy system and incentive mechanisms, complete a population service system covering all demographics and life cycles, effectively reduce the costs of childbirth, upbringing, and education, and foster a societal atmosphere that respects and supports childbirth.” The goals are remarkably clear, and the exposition is quite incisive.
