China Elevates Cybersecurity Chief to Top Public Security Role

The director of the Ministry of Public Security’s Cybersecurity Bureau, Tan Quan, has been appointed assistant minister of public security, according to a State Council announcement on Oct. 23.
Tan’s promotion fills a vacancy left by Hu Binchen, who was appointed vice governor of Jiangsu province and head of its provincial public security department in May 2025. Tan now serves as a member of the ministry’s Communist Party committee and an assistant minister, according to the ministry’s official website.
