China’s top cyberspace regulator has released draft rules that would require major technology companies to set up independent oversight committees to monitor their data-collection and privacy practices, tightening official scrutiny of how internet platforms manage vast amounts of personal information.

Under the proposed regulations from the Cyberspace Administration of China, companies classified as “large personal information processors” would be required to establish committees made up mainly of external experts. The draft marks a further step in implementing the “gatekeeper” provision of China’s Personal Information Protection Law, which took effect in late 2021.
