Establishing a "big-ministry-system" is an inherent requirement for a market economy. After a report proposed by the 17th Congress of the Chinese Communist Party regarding establishing "a big ministry system with organic and unified functions," the ministries under the State Council were reduced from 28 to 27. However, the governments of most developed countries have between 12 and 18 component departments.
