Rail Industry Should Focus on Big Cities' Transport Needs

The draft guideline for the 13th Five-Year Plan shows that the government wants to expand the country's high-speed rail networks to 30,000 kilometers, covering more than four-fifths of all big cities. This article, however, argues that it should instead aim to deepen reform rather than continuing to expand the bullet train network.
There is indeed room for further railroad investment, but not in the high-speed category. Rather, the rail transit systems in metropolitan areas need more capital.
