Wrist Slaps Planned for Illicit Power Plants

( Magazine) A nationwide campaign to punish unauthorized power plant companies as a prelude to legitimizing their projects is being seen as a good business opportunity for operators on the edge of the law.

As far back as August 2006, the State Council said construction of unauthorized power plants in Inner Mongolia was a "serious" problem. Ten projects in the region were halted at that time, and senior local officials punished.
